The Division of Operational Supports and Programs work to provide all necessary personnel and fiscal resources so that each student is safely transported and nourished to learn in a safe, secure, and clean environment.

LeBaron Moten: Hi, My name is LeBaron Moten and I am privileged to be the Deputy Superintendent of Operational Supports and Programs for Waukegan Public Schools.

Within the division are multiple departments that strive to enhance the Waukegan Public School experience for all stakeholders. Those departments include Crisis Intervention and Safety,  Child Nutrition, Transportation, Operations, Human Resources, and Business and Financial Services.

Some of the highlights for the division being introduced for the 2019-2020 school year include the Versatrans My Stop application for real time electronic bus transportation tracking, piloting a Site Based Budgeting Program to empower principals to make strategic decisions to support their individual school improvement plans, and the introduction of a long range capital improvement plan to Improve outdated facility infrastructure and update the physical learning environment.

The Operations Division is comprised of men and women who are committed to ensuring a safe, comfortable, and opportunistic environment for students, staff, parents, and community members.

Deputy Superintendent of Operational Supports and Programs

Lebaron MotenLeBaron Moten joined Waukegan Community Unit School District 60 in June 2012 as Director of Operations and was promoted to Chief Operations Officer in August 2018. He currently holds the title of Deputy Superintendent and his divisional responsibilities include but are not limited to: All operational support departments for the district, including Budgets and Grants, Child Nutrition, Crisis Intervention and Safety, Human Resources and Employee Relations, Maintenance and Operations, Student Outreach and Transportation.

During LeBaron's tenure as Director of Operations, the district has successfully completed several capital improvement projects including constructing 116 additional classrooms throughout twelve elementary schools, renovating a former National Guard Armory to be used as a Pre-Kindergarten facility, and installing rooftop solar panels on seven District schools to provide supplemental electrical energy.

The Operations department has also procured approximately $2M in energy efficiency grants, rebates, and donations resulting in security upgrades, lighting retrofits, and natural gas improvements. Recently, Mr. Moten played a critical role in assisting with the procurement of a competitive interest free $7M Qualified School Construction Bond which has assisted with more needed facility upgrades and mechanical/environmental improvements throughout the District's 29 facilities.

LeBaron received his Bachelors and Masters of Science in Education from the University of Tennessee, Knoxville, in 2005 and 2007 respectively, and his Masters of Science in School Business Management from Northern Illinois University in 2020.
