The Illinois Criminal Justice Information Authority (ICJIA) recently approved funding to support the establishment of Waukegan Community Unit School District # 60’s proposed Wraparound Center in downtown Waukegan.

The ICJIA board voted last week to designate $800,000 for costs associated with the operation of a Wraparound Center, including equipment, supplies, staffing and contractual services. The $800,000 annual designation will require re-appropriation up to every two years.

ICJIA’s vote is a significant step toward the District's goal of establishing a District-run Wraparound Center at 214 Washington Street. The Center will provide individual support to students, families, and community members with issues regarding mental health, violence, and interactions with the child welfare and criminal justice system, and is a part of the District's Transitions to Support Student Access Plan.

Wraparound Center planning is currently in the design phase, to determine optimal space utilization in the lower level of 214 Washington Street. During the summer months, the District will hire a program manager who will be tasked with conducting a needs assessment to determine what services will be available at the Waukegan Wraparound Center to best support the needs of the community. Potential programs include mental health and social emotional counseling services, sexual abuse counseling, juvenile justice services, legal aid services, substance abuse counseling, and a food or clothing pantry.
