Action Items

The Board of Education voted to request approval from the Lulu Rippberger and Allen Larsen Scholarship Fund Custodians to disburse scholarships to students and upon receipt of approval, the Board further authorizes the Superintendent to disburse the funds in an amount not to exceed $13,000.

The Board of Education voted to approve the renewal contract with SchoolMint HERO-PBIS for School Fiscal Year 2022/23 at the cost not to exceed $41,500.

The Board of Education voted to approve the expansion contract of SchoolMint - HERO (PBIS) of the remaining 10 schools for the School Fiscal Year 2022/23 at a cost of $13,502.

The Board of Education voted to authorize the Superintendent to approve the purchase of the Multi-Year (3) Agreement for Don Johnston at $37,800 per year ($113,400).

The Board of Education voted to affirm the Administration's waiver of facility use fees and insurance for the visitation and funeral services for Mr. Al Rogers on May 21, 2022, per the family's request.

The Board of Education voted to accept the low responsible and responsive bid from Broadview-based JLJ Contracting located for Fire Escape Improvements at AOEC and Chicago-based Basic Brothers, Inc. for Masonry repairs at AOEC. Their proposals total $821,225. Added to the construction cost is an Architect fee of 8% payable to Lombard-based Arcon Associates, a project contingency of 10% of construction costs, and the advertisement cost of $311, for a total project budget approval of $821,225.

The Board of Education voted to accept the low responsible and responsive bid from Ingleside-based Maneval Construction Co., for paving improvements at Brookside; their proposal is 1,616,550. Added to the construction cost is an Architect fee of 8% payable to Gurnee-based IMEG Corporation, a project contingency of 10% of construction costs, and the advertisement cost of $233.71, for a total project budget approval of $1,907,762.

The Board of Education voted to accept the low responsible and responsive bids from Bolingbrook-based Valor Technologies Inc, Chicago-based Colfax Corporation, and Missouri-based Midwest Service Group, for Asbestos Remediation at multiple locations; their proposals total $268,840. Added to the construction cost is a Consultant fee of 8% payable to Alliance Illinois, a project contingency of 10% of construction costs, and the advertisement.

The Board of Education voted to approve the renewal of Youth Guidance (BAM/WOW) in the amount not to exceed $1,990,468.00 for the 2022-2023 SY. The partnership will include a total of 9 Becoming a Man (BAM) and 9 Working on Womanhood (WOW) counselors.  Each program will provide a counselor at each middle school, 2 @ the Brookside Campus, 1 @ the Washington Campus, and 1 @ the AOEC Campus.  

The Board of Education voted to approve the agreement with Asian Human Services for the 2022-2023 SY in the amount of $424,630. The goal of the partnership between Asian Human Services and the Waukegan School District is to ensure families/students in elementary schools and middle schools receive the social and emotional and mental health supports needed.  



Personnel

The Board of Education voted to approve the appointments, resignations and retirements of 59 employees.

The Board of Education voted to approve the agreement to resolve the pending Teacher Award ULP 2020-CA-016-C. This proposed agreement resolves the dispute between the Teachers Union and the District regarding the teacher awards issued at the beginning of the 2019-2020 school year.  Resolution of the dispute was delayed by the onset of COVID and the parties' mutual agreement to suspend settlement discussions until a later date. Incorporated into the agreement is a retention incentive payment to the Teachers in recognition of their dedication to students and the importance of maintaining a stable workforce as we continue to address the impact of COVID in schools and on student learning.  Additionally, the Board voted to approve the COVID employee retention incentive proposal. The Retention Incentive payment is not a bonus but rather a retention incentive for those working through June 30, 2022 or to the end of their contractual work year. Each Eligible Employee shall receive up to $1,000, prorated based on the employee’s FTE, time in District and workers compensation status during the 2021-2022 school term. Estimated total value of the Retention Incentive Initiative, inclusive of the payments to all bargaining unit members and eligible non-union staff, is $2,000,000, to be paid through ESSER III funds.  The estimated value for the Teachers is 1.1 million.  The estimated value for the Paraprofessional, WPSS, Psychologists Custodial, Maintenance, and Cafeteria bargaining unit members as well as eligible non-Union staff (District employed bus drivers, OT/PT providing direct student services, ESS, Culture & Climate Specialists, Deans and school building principals and assistant principals or their equivalent) is $900,000. 

The Board of Education voted to approve the professional development request for Mary Mlinar-Stephens to attend the Dallas TX Certified Certiport Educator Conference from June 19-22, 2022 in the amount not to exceed $1800.

The Board of Education voted to approve to authorize Stephanie Betthauser, School Counselor, and Amanda Nault, AP, to attend the No Limits ASCA Annual Conference in Austin, TX. The conference dates are July 9 - July 12. The estimated cost is $2,0000.00 per participant, which includes the conference registration fee (including lodging)if something is included, travel mileage, and meals per diem, for a total cost of $4,000.

The Board of Education voted to approve authorize Amanda Flores, SLD Resource Teacher, and up to 2 additional participants to attend the Orton-Gillingham Virtual (Intermediate) Conference. The conference dates are May 31 - June 3. The estimated cost is $1,295 amount per participant, which includes the conference registration fee for a total cost of $3,825.

The Board of Education voted to approve the attendance and presentation by Dr. Cheryl Caesar at the National Association for the Education of Young Children Professional Institute for $2300

The Board of Education voted to approve the attendance of Theresa Plascencia at the Center for Creative Leadership with Men of Color in Education Leadership (MCEL) on June 12 to 14 in Greensboro, N.C., at an estimated cost of $400, which includes travel incidentals and per diem costs. As an MCEL Board Member, the Superintendent's cost to attend the event (registration, lodging, airfare) is covered by MCEL.

The Board of Education voted to approve the annual renewal for Pace Regional Transit Authority Agreement at the cost of $721,425.00 for the 2022-2023 school year.

The Board of Education voted to approve for Mr. Javier Alba and Mr. Sterling Hall, Educational Safety Specialists, to attend the Crisis Prevention and Intervention Training will be held August 2-4, 2022 in Evanston, IL. The estimated cost is $8,256 or $4128.00/pp which includes registration, mileage and meals per diem.
