Special Recognition and Presentations
-The Board of Education presented a resolution of Honor in recognition of former Carman School Principal, Ms. Isabelle Buckner.
- Staff from Clearview Elementary presented on the school’s new Community Time is intended to promote positivity.
- Representatives from Mano a Mano discussed the organization’s Census 2020 efforts.

Action Items
- The Board of Education voted to approve a partnership contract with Asian Human Services in the amount of $165,000. The goal of the partnership between Asian Human Services and the Waukegan School District is to ensure students in elementary schools receive the social and emotional supports required in order to grow to be healthy, happy, and educated adults. Using evidence-based practices, the 6 AHS clinicians will provide students with intensified instruction (CBT, DBT, Art Therapy, etc.) around a trauma-informed and strengths-based lens. The counselors will also provide training and coaching around psychosocial education to staff, teachers and families to support with the continuity of care. The cost of this partnership will be $165,000, which will cover the cost of six counselors providing services to our Elementary Schools for six months.
- The Board of Education voted to approve the purchase of K-12 Elevate Tier 1 Instruction in the amount of $97,500. The service will be used to fill in gaps in instructional staffing in critical areas. Waukegan Community Unit School District is buying a high-quality instruction Tier I class. The master services agreement allows Waukegan Community Unit School District to reserve a minimum number of classes as well as a maximum threshold to be utilized across the district. The Elevate K-12 Tier 1 class will be delivered online to the students through the web and the students will be in school during the class. The class will be delivered as a one semester class per the needs of the school. The Elevate K-12 Tier I classes will be a blend of live online instruction, work/assessment sessions, and project days. All of these will foster high quality instruction, problem solving, and collaboration.
- The Board of Education voted to approve emergency life safety plumbing repairs for Robbie Lighfoot Early Learning Center and Clearview Elementary School on the total amount of 50,000. The Operations department will be requesting the use of emergency life safety funds to repair a failed water main that services Robbie Lighfoot Early Learning Center and Clearview Elementary school. The failure occurred on January 7, 2020. Both school locations were closed on January 8, 2020, while the repairs were completed. Approximate costs could be around $50,000 with asphalt parking lot repair to be completed in the Spring or Summer. An additional agenda item will be submitted once actual costs are determined for permanent repairs and asphalt restoration. An emergency life safety amendment will be submitted to the Lake County Regional Office of Education and Illinois State Board of Education following School Board action on January 14, 2020.
- The Board of Education voted to approve the purchase of the economically procurable Ford 350 Truck from Gillespie Ford in the amount of 30,222.71.
- The Board of Education voted to approve the conditional use permit application of BQ Energy for solar development of the Yeoman Creek site and ratify the Superintendent's action supporting the filing of that application.

Personnel Items
- The Board of Education voted to approve the appointments, resignations, retirements, and retirement extension of 18 employees.
-The Board of Education voted to approve the reimbursement of the Child Find Coordinator $268 for the attendance of the Sharing a Vision Convention for Early Childhood.
- The Board of Education voted to approve the attendance of Rosaland Harrison, Executive Team Assistant to the Chief Operations Officer, to attend the 2020 IAAP Summit in Orlando Florida, July 17-22, 2020. The total estimated cost is $2800, which includes registration, travel, lodging and meals per diem.
- The Board of Education voted to approve the attendance and reimbursement of two Low Incidence Instructors (Elizabeth Yount, Leatrice Gonzalez) for the registration fee of $300 each. The International Conference on Autism, Intellectual Disability, and Developmental Disability is in Sarasota, Florida.
- The Board of Education voted to approve the attendance of Tim Bryner, Minerva Cruz, Anthony Swope, Nicole Maki, Kevin Turner, and Mark Neiberg to attend the National Association for Bilingual Education conference from February 25-28, 2020 in Las Vegas, Nevada not to exceed the amount of $10,800 (conference fees/airfare/hotel/transportation/per diem).
-The Board of Education voted to approve the attendance of Carolina Fabian, Manager of the Family and Community Engagement Department, to attend the Rise up for Equity: A National Summit on Community Schools and Family. The summit will be held in Los Angeles on May 27- May 29 at an estimated cost of $1,900
- The Board of Education voted to approve the attendance of Justin Simon, Mark Neiberg, Jacob Crenshaw, Mir Mahmood, Jodee Kelly, Karla Christopher, and Lauren Dejon to attend the National Youth At Risk Conference in Savannah Georgia from March 8-11, 2020 not to exceed $12,600 (conference fees/per diem/hotel/airfare/transportation.)
- The Board of Education voted to approve granting emergency sick leave days to Employee #19141 per School Board Policy #4402. Board Policy 4402 allows the Board to grant up to twenty (20) days to an employee confronted with a life-threatening illness or serious injury, which requires periodic treatment and absence from work. The affected employee has already been granted 12 days of leave by the District's Sick Leave Bank, but no additional days from that source will be granted.

Legal Items
- The Board of Education voted to approve the Administration's recommendation to appoint Ms. Shelli L. Anderson, of the law firm of Franczek P.C., to represent the Board in connection with its defense of the referenced unfair labor practice charge filed before the IELRB, as alleged by the Waukegan Council, Lake County Federation of Teachers, Local 504.
- The Board of Education voted to its General Counsel to engage interim consultant(s) to perform the role and function of Title IX/Non-Discrimination Coordinator pending the employment and on-boarding of a replacement Senior Legal Compliance Officer at an estimated cost of $30,000.
