POLICY
The Board of Education has established a goal of providing full educational opportunity to children with disabilities aged birth through 21. Attainment of the full educational opportunity goal for children, ages birth through 2, will be accomplished through full participation in, and full implementation of the Infants and Toddlers with Disabilities Act.
The Superintendent or his/her designee annually shall collect information regarding the facilities, personnel and services necessary to accomplish the goal of full educational opportunity.
RULES AND REGULATIONS
1. Student Data: The Superintendent or his/her designee annually shall collect information regarding students with disabilities residing within the jurisdiction of the District required by the Illinois State Board of Education, which may include but not be limited to:
A. FAPE: The number of students with disabilities, by race, ethnicity, limited English proficiency status, gender and disability category, who are receiving a free appropriate public education;
B. EARLY INTERVENTION: The number of students with disabilities, by race, gender and ethnicity, who are receiving early intervention services;
C. INCLUSION: The number of students with disabilities, by race, ethnicity, limited English proficiency status, gender and disability category, who are participating in regular education;
D. SEPARATE PLACEMENTS: The number of students with disabilities, by race, ethnicity, and disability category, who are in separate classes, separate schools or facilities, or public or private residential facilities;
E. ATTRITION:
i. The number of students with disabilities by race, ethnicity, limited English proficiency status, gender and disability category, who, for each year of age from age 14 to 21, stopped receiving special education and related services because of program completion or other reasons and the reasons why those students stopped receiving special education and related services;
ii. The number of children with disabilities, by race, gender and ethnicity, who from birth through age 2, stopped receiving early intervention services because of program completion or for other reasons;
F. DISCIPLINE: The number of students with disabilities, by race, ethnicity, limited English proficiency status, gender and disability category, who under subparagraphs (A)(ii) and (B) of Section 1415(k)(1) of IDEA, are removed to an interim alternative educational setting; the acts or items precipitating those removals; the number of students with disabilities who are subject to suspensions or expulsions;
G. TRANSPORTATION: The number of students receiving special education transportation; and
H. PLACEMENTS: The number of students served in each type of placement.
2. Personnel Data: The Superintendent or his/her designee annually shall collect the following information regarding District personnel serving students with disabilities:
A. TEACHERS: The number of special education teachers;
B. RELATED SERVICE STAFF: The number of related services personnel; and
C. COST: The cost of all personnel.
3. Facilities: The Superintendent or his/her designee annually shall collect data regarding the types of alternative placements available for students with disabilities.
